On a small cabinet in the underground base, found soon after emerging from the cafeteria. After getting through two sturdy doors, follow the corridor past a bedroom and take a left through a cage door. You’ll find the gun at the end of this corridor. Can only be accessed during a main story quest, and already has two attachments - Pistol Suppressor and High-Capacity APSB Magazine.
